Yes — every Shuppa software plan can be paid monthly or annually. Annual billing gives you 2 months free (pay 10, get 12). You choose at signup and can switch at any time.
A seat is one user account. If 3 people in your business use Notiva, that's 3 seats. Most small Irish businesses run on 1–3 seats. You can add or remove seats at any time and your billing adjusts automatically.
